In this pioneering biography of a frontline Holocaust perpetrator, Alex J. Kay uncovers the life of SS Lieutenant Colonel Alfred Filbert, responsible as the first head of SS-Einsatzkommando 9, a mobile killing squad, for the murder of more than 18,000 Soviet Jews - men, women and children - on the Eastern Front. He reveals how Filbert, following the political imprisonment of his older brother, set out to prove his own ideological allegiance by displaying particular radicalism in implementing the orders issued by Hitler, Himmler and Heydrich. He also examines Filbert's post-war experiences, first in hiding and then being captured, tried and sentenced to life imprisonment. Released early, Filbert went on to feature in a controversial film in the lead role of an SS mass murderer. The book provides compelling new insights into the mindset and motivations of the men, like Filbert, who rose through the ranks of the Nazi regime.

In recent years the German historian of Eastern Europe Jörg Baberowski has applied the tag 'wars in regions beyond state control' ( Kriege in staatsfernen Räumen ), 'over which the central state power has no control and where the claim of the state to enforce its monopoly on violence collapses under the resistance of armed competitors', to 'all armed conflicts that occurred between 1914 and 1950 on the territory of the Tsarist and the Soviet multi-nation empire'. This piece examines the soundness of the thesis in the case of the German-Soviet War of 1941 to 1944, the conflict to which Baberowski has applied his thesis most often. In doing so, it demonstrates that the thesis is fundamentally flawed and unpersuasive with regard to this specific conflict.

ResumenLos defensores de la privatización de las pensiones en América Latina defendían que los sistemas de cuentas individuales privadas de cotización definida totalmente capitalizados estarían mejor aislados de la política que los sistemas públicos de pensiones de reparto. Sin embargo, tal y como demuestra el caso de la Argentina, y más recientemente con la nacionalización en 2008 de su sistema privado de cuentas individuales, transferir la administración e inversión de las pensiones al sector privado no implica necesariamente reducir o eliminar el riesgo político. De hecho, la creación de sistemas de cuentas individuales genera una nueva serie de riesgos políticos debido en parte a que son un posible recurso financiero para los gobiernos, en particular en épocas de tensión económica. El presente artículo describe los riesgos políticos inherentes a los sistemas de pensiones de cuentas individuales y hace referencia concreta a la experiencia de la privatización de la Argentina entre 1994 y 2008.

RésuméLes tenants de la privatisation des retraites en Amérique latine ont soutenu que les régimes privés par capitalisation anticipée à cotisations définies fondés sur des comptes individuels seraient mieux à l'abri de la politique que les régimes publics par répartition. Cependant, comme l'illustre le cas argentin, et plus récemment avec la nationalisation en 2008 de son système privé de comptes individuels, le transfert de la gestion et de la capitalisation des pensions au secteur privé n'a pas nécessairement réduit ni éliminé le risque politique. En fait, la mise en œuvre des régimes de comptes individuels crée une nouvelle série de risques politiques, en partie parce qu'ils constituent une ressource financière potentielle pour les gouvernements, surtout en périodes de difficultés économiques. Le présent article décrit l'éventail de risques politiques inhérents aux régimes de retraite fondés sur des comptes individuels, en mettant l'accent sur l'expérience de privatisation en Argentine pendant la période de 1994‐2008.
